What Can a Deltona City Commissioner Actually Do?
A Commissioner has a real vote and real influence—but is not a one-person city government.
The Commission collectively adopts ordinances, policy, budgets, major contracts, land-use decisions, and many other actions. An individual Commissioner can research, advocate, ask questions, make motions, and vote.
The City Manager runs day-to-day administration.
Deltona uses a Commission-Manager form of government. That means an elected Commissioner should not campaign as if elected office gives him personal command over every employee or department.
That changes how I intend to make promises.
Personal commitment: something I control myself. Legislative commitment: something I can propose or vote for but cannot pass alone. Advocacy commitment: something another government or agency ultimately controls.

Jurisdiction should be public.
When a resident reports a road, school, drainage, law-enforcement, utility, or development problem, the first step should be identifying who owns the asset, who has legal authority, and which funding source or process applies.
